Imagine an engineers specification for a bridge to be replaced is at a 20 year mark. Imagine the country that has to maintain and replace it has a huge debt and has to decided what projects it will maintain. The bridge that is at 70 percent might have to claim 30 percent to follow specification is not ideal.
