What if every time governments in the World builds a plane, builds a bomb, builds a rocket, builds a drone, builds a helicopter is required to invest in a fund that helps with humanitarian crises caused by bombing raids Worldwide?
I think Space flight could be a beautiful thing, first man on Mars could be a beautiful thing, more beautiful with less humanitarian crises.
Could be less than a beautiful idea bombing perceived factors into funding or no funding.
That said even if that was not a problem, I am not sure all World governments would agree upon it – if everyone doesn’t agree potentially unlikely to be implemented, only implemented by a few governments might send a message of social responsibility, like nuclear de-escalation. Perceived and Comprehended as Socially Responsible factors into greater levels of support.
Bombing runs happen, the World has not ideally implemented peace in past, funding is not always adequately available when crises and displacement does happen. Safer rounds, less toxic rounds are invested in because it represents Better, Social Responsibility.
Head starts and Options available factors into Survival during humanitarian crises.
Ideal would be World Peace, no more bombs, no more terrorist attacks ever. Looking at the more practical bombs are likely to be dropped (past, present, and future) therefore a fund could factor into a head start that might otherwise not exist.
