Person2 has potential to add a certain amount of numbers in 10 minutes that is greater without a computer.
Imagine Person2 has access to a computer today.
Imagine Person1 has access to a computer that is twice as fast 3 years from now.
Math factors into intelligence, intelligence is more than math. That said the person with a lower IQ might realize that they rely more heavily on computers to close the gap. That said computers are not always ideally reliable, and access is not always a guarantee.
Being intelligent without computers matters, factoring in tech that can augment intelligence and throughput matters, including tech that has potential to increase intelligence, wisdom, knowledge, and future throughput.
There is likely someone, Person3 that is in the same time period as Person2 that has 4 computers instead of 1 (just for instance, supercomputers are many many many times more than 4 computers), thus they might have greater capacity for generating value and sorting through combinations dependent upon data.
Access to a computer does not always refine intelligence, less access is not always increased learning and knowledge. Further the best use of a computer has likely yet to be discovered, room for improvements and gains known as possible factor into and facilitate gains actually made.
