Because I can, Freedom to, is not always an ideal value out system.
I am not a World Leader, but if I could give the right words, hold back from action, or act at a particular moment to make a difference, a positive difference in the lives of the people of other countries, our own country I would.
People sometimes help not because they have to, are required to, are leveraged via heavy burdens and legalism but because they can, they have the training to, they know what value to add and where.
