Investing in less pain matters, far from a given by default. Give and not expect to get? Better to invest less in the first place.

Each day people have a choice, punish people more or make more peace and try to inspire positive change.
People have a tendency to amplify and re-amplify systems that work against their cause, a cause like less pain in the world.
If punishment was stopped entirely I am not sure that would be less punishment for all of society. Let those that punish less than ideally go unpunished might lead to more punishment for society? Wind may not might be more ideal when one cannot guarantee ideal justice. Required to fix all corruption in system before claims of ideal punishment seems wiser, grace and forgiveness is powerful.
