Moving to a new location has a cost, Not Moving to a new location has a cost

Ideally new locations would be ideal value creation, God would provide like he provides for Birds and Wildlife, Not really the way Humanity seems to work at least in 2022
Ideally same location would maintain value creation, that is not guaranteed
People in the World, and in Space know what their current situation is better than me
They have access to sensors that I do not have
Sensors factor into whether heaters and air conditioning work or do not
