Law as a video clip, not sure how to think about this, where are effects what laws need to be clipped, what is it obfuscating

Texas law has the ability and tools to promote video, so there should be a Texas IP laws news channel, so we can effectively produce content, not sure any lawyer would want to provide that easily, if the law leverages me is it fair to leverage the law?
